I suppose that I should feel mild shame that I found this hysterical, but as a multileveled putdown of its target it’s just too good.

Yep, I hate this sort of thing, too. In fact, I think the demonization of pot is just more of the same Reefer Madness sort of thing, just toned down to make it more palatable.
If we’re going to have pot continue to be illegal, how can we possibly justify (purely on grounds of consistency) having an addictive, destructive substance like alcohol continue to be legal? This sort of thing is why I actually stopped calling myself a Republican back in the ’80s. I had thought one of the tenets of being a Republican was responsibility for self; you can’t have that if someone’s usurped it by law.
